Cesar Mancao II

Cesar Mancao II Cesar Mancao II is a former senior superintendent of the PNP, and a member of the defunct Presidential Anti-Organized Crime Task Force (PAOCTF) then headed by Director General turned Senator Panfilo Lacson.

Mancao and several other Police officials were suspects in the 2000 murder of publicist Salvador “Bubby” Dacer and his driver, Emmanuel Corbito.

Mancao and former senior superintendent Glenn Dumlao fled for the United States and were arrested in 2008, following an extradition request made by the Philippine government.

Another suspect, former senior superintendent and Lacson aide Michael Ray Aquino, is in a US prison after his conviction for espionage.
