Issues:

  • Sandiganbayan case. On December 23, 2002, then Manila Rep. Mark Jimenez filed before the Ombudsman plunder and other cases against then justice secretary on-leave Perez. Jimenez accused Perez of extorting $2 million so that the latter would stop forcing Jimenez to execute damaging affidavits against certain individuals in the administration of former President Joseph Estrada.

In January 2007, Ombudsman Ma. Merceditas N. Gutierrez issued a resolution ordering the filing of graft and extortion charges against Perez, his wife Rosario, his brother-in-law Ramon Arceo, and business associate Ernest Escaler. Gutierrez also ordered the filing of a falsification charges against Perez for his non-disclosure in his 2001 Statement of Assets, Liabilities and Networth of the amount of US$1.7M deposited in his and his wife’s bank accounts.

In a 24-page order on April 16, 2008, the Ombudsman denied for lack of merit several motions filed by Perez, including a motion for reconsideration and a motion to dismiss. Two days later, the Ombudsman filed before the Sandiganbayan robbery, graft and other cases against Perez.

  • Estrada impeachment. He was one of the private prosecutors in the failed Estrada impeachment trial.
  • Gloria-Nani’s political liaison. Perez has been christened in jest by Malacañang reporters as the “First Boyfriend.” He reportedly gifted President Arroyo with an orchid named Malvarosa Princesa Gloria. But Perez is more like a political mentor to Arroyo. They both had a politician for a father. Since 1997, they’ve joined and jumped from one political party to another. She appointed him justice secretary after People Power II, which installed Arroyo as president.
